I think that Nuriko and Hotohori are kindred spirits in their own pain and loneliness. Nuriko had to disconnect from other people within the palace so that he wouldn't risk accidentally revealing his identity as a man, and Hotohori, while surrounded by many loyal subects and advisors, had no one to connect with because people had known him as the emperor instead of a normal human being. Both Nuriko and Hotohori also suffered losses, even if they were a bit different. Hotohori lost the one whom he had waited for so many years to another man, and Nuriko lost his little sister who he had a very strong bond with. I personally think they belong together because they would be able to comfort one another.
